The recent announcement from the Governments of Ontario and Canada to expand the elimination of the 13 per cent HST to all buyers of new homes valued up to $1.5 million represents a meaningful shift for the housing market. The rebate, capped at $130,000, will apply from April 1, 2026 through March 31, 2027, with a phased reduction for homes priced above $1.5 million.
From a market perspective, this measure is expected to improve affordability for purchasers while also enhancing the financial feasibility of new residential developments. By reducing the upfront tax burden on new housing, the policy may help stimulate demand in the pre-construction sector and encourage developers to move forward with projects that may have previously been delayed due to rising construction costs and financing challenges.
Housing affordability continues to be one of the most pressing issues across Ontario, particularly throughout the Greater Toronto Area (GTA) and Simcoe County. Many buyers—especially young families and middle-income households—have faced mounting challenges entering the housing market, driven by elevated borrowing costs and persistent supply shortages.
Rising development-related expenses, including government fees, taxes, and infrastructure charges, have significantly increased the cost of building new homes over the past decade. These costs are ultimately reflected in the final purchase price, contributing to affordability pressures and limiting the pace of new supply.
The expansion of the HST rebate is widely viewed as a positive step toward improving housing supply conditions, particularly in the “missing middle” segment, such as townhomes, multiplexes, and mid-rise developments. While this measure alone will not resolve supply shortages, it is expected to support project viability and may contribute to increased construction activity if combined with additional policy measures aimed at reducing development barriers.
